
Crypto Travel Rule Regulations in Peru by the UIF-Perú 🇵🇪
Peru's crypto Travel Rule is established by the Norma para la prevención del lavado de activos y del financiamiento del terrorismo aplicable a los Proveedores de Servicios de Activos Virtuales (PSAV), approved by Resolution SBS N° 02648-2024, published on July 30, 2024. Virtual Asset Service Providers (“PSAV”) were brought into Peru's AML/CFT regime as reporting entities by Supreme Decree N° 006-2023-JUS, and are supervised by the UIF-Perú. The Travel Rule sits in Chapter VIII of the norm and enters into force two years after publication — on August 1, 2026.

1. Is cryptocurrency legal in Peru?
Cryptocurrency is not prohibited in Peru, but it is not legal tender — only the Peruvian sol (and any digital form of central-bank money) holds that status. The norm defines virtual assets as “digital representations of value that can be traded or transferred digitally and used for payments or investments,” expressly excluding digital representations of fiat currency and other instruments already covered by other FATF Recommendations (Resolution SBS N° 02648-2024, Article 3, num. 1 and num. 22).
2. Are there AML crypto regulations in Peru?
Yes. Peru's AML/CFT framework is set by Law N° 27693 (which creates the UIF-Perú) and its Regulation (Supreme Decree N° 020-2017-JUS). PSAVs were incorporated as reporting entities by Supreme Decree N° 006-2023-JUS, and the specific AML/CFT obligations for PSAVs — including the Travel Rule — are set out in Resolution SBS N° 02648-2024.
3. Who regulates cryptocurrency in Peru?
For AML/CFT purposes, PSAVs are supervised by the UIF-Perú, a specialized unit of the Superintendencia de Banca, Seguros y AFP (SBS). Peru has no crypto-specific market regulator: the SMV (securities regulator) and the SBS have both stated they are not the competent authority to regulate crypto-assets more broadly (SMV, Advertencia sobre la adquisición de monedas virtuales o criptomonedas; CMS Expert Guide to Crypto Regulation — Peru, 2024).

The UIF-PerĂş is responsible for overseeing compliance with the Travel Rule.
FATF Travel Rule Requirements in Peru
1. Is the Crypto Travel Rule mandated in Peru?
Yes. The Travel Rule (Regla de Viaje) is mandated by Chapter VIII (Articles 24 and 25) of Resolution SBS N° 02648-2024, and is defined as the PSAV's obligation to obtain, retain, and transmit specified originator and beneficiary information for virtual asset transfers, immediately and securely (Resolution SBS N° 02648-2024, Article 3, num. 30; Articles 24–25).
2. Are there licensing or registration requirements for VASPs in Peru?
PSAVs must operate as registered reporting entities under UIF-Perú supervision. The norm presupposes a PSAV “registered with the UIF as a reporting entity” (Resolution SBS N° 02648-2024, Article 2.2) and requires each PSAV to implement an AML/CFT prevention system (SPLAFT) and to designate a compliance officer (oficial de cumplimiento) whose designation must be communicated to the UIF-Perú (Resolution SBS N° 02648-2024, Article 4; Article 7.2; Article 13.2).
Beyond registering as a reporting entity with the UIF-Perú, Peru has no separate licensing, prudential, or market-conduct regime for crypto exchanges / PSAVs, and no crypto-specific law in force. Neither the SMV nor the SBS issues an operating licence for crypto platforms as of 2026 (CMS Expert Guide to Crypto Regulation — Peru, 2024). Proyecto de Ley N° 1042/2021-CR (“Ley Marco para la Comercialización de Criptoactivos”) would create a Registro Único de Plataformas de Intercambio de Criptoactivos (RUPIC); on 19 March 2025 the Congress plenary sent it back to committee “for further study” — it is not archived, but it is not law and has no enactment timeline (Congreso del Perú, news release, 19 March 2025).
3. When does the Crypto Travel Rule go into effect in Peru?
The Travel Rule (Chapter VIII) enters into force on August 1, 2026 — two years after the publication of the norm on July 30, 2024 (Resolution SBS N° 02648-2024, vigencia note).
4. Does Peru permit a grace period to comply with the Crypto Travel Rule?
Yes. Chapter VIII (the Travel Rule) of Resolution SBS N° 02648-2024 was given a deferred entry into force of two years from publication, i.e. until August 1, 2026, giving PSAVs a lead-in period to comply.
Complying with the FATF Crypto Travel Rule in Peru
1. What is the minimum threshold for the Crypto Travel Rule in Peru?
There is no minimum threshold. Peru applies the Travel Rule to all virtual asset transfers, with no floor below which it ceases to apply; instead, a reduced set of information applies to transfers below US$1,000 (or its equivalent in national or other currencies), while the full set applies at or above that amount (Resolution SBS N° 02648-2024, Article 24.1 and Article 24.5).
2. What personally identifiable information is required to be shared for the Crypto Travel Rule in Peru?
The originating PSAV must transmit the required originator and beneficiary information to the beneficiary PSAV immediately and securely (Resolution SBS N° 02648-2024, Article 25.1). The data set depends on the transaction amount, as follows:

3. Are there differences in customer PII requirements for cross-border transfers versus transfers within Peru?
No. The norm treats all virtual asset transfers as electronic transfers and states that they “may be national or cross-border” in scope, applying the same minimum information requirements to both (Resolution SBS N° 02648-2024, Article 24.1).
4. What are the non-custodial or self-hosted wallet requirements in Peru?
For a virtual asset transfer to or from a self-hosted wallet (billetera de activos virtuales autocustodiada), the PSAV must — in addition to obtaining and retaining its own customer's information — require from that customer the information about the originator or beneficiary holder of the wallet. The scope of information to be collected mirrors the scope of information to be transmitted, as described in the table in Question 2 above (Resolution SBS N° 02648-2024, Article 24.4).
If the PSAV does not receive the requested information, it must not carry out the operation, must not make the virtual assets available, and/or must terminate the business relationship, and must assess whether to file a suspicious transaction report (Article 24.4). The PSAV must also assess the ML/TF risk level of any transfer involving a self-hosted wallet and adopt appropriate controls (Article 24.4).
